The Terhav VI Incident was a suspected Peacekeeper operation associated with the Peacekeepers of the Vast/Horkos cell of peacekeepers.
Mission
After a brief vacation time following the Peacekeepers of the Vast/Diligence Incident where they pursued personal interests, the Horkos crew reassembled and proceeded immediately towards their next goal.
PRIORITY Exfiltrate and make your way the Terhav system at all due speed. Signals intelligence reports with 87.2% confidence that there will be a terrorist attack within the next two weeks. Primary objectives 1. Prevent casualties 2. Find and neutralize terrorists Secondary objectives 1. Investigate terrorist funding 2. Settle whatever underlying tensions terrorists seek to exploit Terhav is a 7 planet system with main sequence star, part of the Orknos Khanate. Terhav VI was settled by the Khanate 129 years ago. Signetworks Solutions has recently entered a contract to take over a significant portion of Terhav VI's metallurgical processing. Deaddrop on hyperspace relay AQ285 will be collected on the standard 4 day cycle. Good luck.

The Horkos cell established a base of operations planetside after briefly checking in at spaceport bars and shops for viable information; Picasso won several bets on televised sports and the team gained useful knowledge at an Orkan bar; after renting their storage unit, the cell investigated a Drothi bar, before meeting with Ida, a Drothi labor leader who has been extensively wined and dined by SignetWorks.
The Horkos cell spent an evening resting before meeting with Shakh to confirm their suspicions about the nature of the activity. While in his office Professor was able to recover much information from his personal computer, and also hack into the internal fridge camera of his office refrigerator. What ensued was a very informational meeting in which he indicated that he was deeply involved in the terrorist plot, but also the nature of said plot. As the party left, Professor left a logger on his computer terminal, which caught a personal email composed and deleted that revealed Shakh's plans to escalate the plot beyond originally-discussed parameters.
The party briefly assessed their intelligence and pooled their knowledge, and determined some more details about the situation. They determined the most likely location of the bombs that have been planted around the Orken festival grounds, and that the day of the attack is most logically set to be the 6th and final day of the Orken festival.
The Girlfriend
Quadrant's girlfriend Emily arrived in-system, and met the cell for the first time. With her assistance, it has been determined that Shakh is being handled by an individual, heavily cosmetically modified, posing as a SignetWorks employee. This person is decidedly from offworld, and is not SignetWorks, Peacekeepers, ISL, or Solaran Union. They last left the planet 6 days prior to the Horkos' arrival.
The Peacekeepers subsequently met with Rogmesh, Shakh's immediate underling; his years of abuse at the hands of Shakh have made him ripe for the turning, and he is prepared to step into Shakh's role at SignetWorks' behest after an enthusiastic effort by Tiny and Picasso, with occasional comments from Quadrant.
Primary objectives 1. Prevent casualties * The Horkos Crew has decided to hack and prepare for disabling the Orken starfighter, which will be located by tracking the shipment of weapons from its arrival in-system. * In addition, locating and disarming the bombs set by Shakh's agents is necessary. 2. Find and neutralize terrorists * Monitoring the arrival of the weapons shipment will allow the Horkos Crew to determine additional accomplices beyond Shakh; he is scheduled to be black-bagged as soon as practical. * An unknown individual, heavily cosmetically modified, posing as a SignetWorks employee is now offworld as of T-7 days [at end of session] and has been influencing Shakh towards this specific course of action. Secondary objectives 1. Investigate terrorist funding * The funding is coming from an unknown offworld source; the payments are funneled presumably via the unknown individual or in conjunction with their activities. This will be tracked down by Peacekeepers HQ when they receive the dead drop exchange. 2. Settle whatever underlying tensions terrorists seek to exploit * Resolving the labor dispute by fostering an understanding and solid working relationship between Rogmesh and Ida is the currently viable plan, with action taken to enact.
After some analysis and synthesis of facts and information, the Horkos cell was able to observe the transshipment of the final required parts for the starfighter; they subsequently located the starfighter, and the weapons brought in to arm it, defended by a TAG and some criminals at a storage facility planetside. After a brief battle, the team overpowered the TAG and the criminals, set up the cover needed, and left the planet with the fighter, TAG, and weaponry.

The End
The Horkos Cell engaged in some wacky planetside shenanigans including but not limited to consensual BDSM, kidnapping, lusting after local fast food, purchasing a local "Mom Van," and turning an empty cargo container into a black site.
Shakh was captured and information was extracted from him to resolve the remaining questions to resolve the situation planetside; local authorities were provided locations and codes for bomb disposal, while Shakh was interrogated about his contact with the false SignetWorks employee.
Some months later, Shakh was "found" by a group called the Peacekeepers of the Vast/Black Watch.
