These operatives may identify themselves as "Observers," and may purport to be undertaking a "study" of various areas via amplifying local events and observing the results.

Capabilities

Facechangers are known to be able to actively change their appearance with near-instantaneous nanosurgical technology. This technological control extends to some degree of suppression of certain physical responses of facial and vocal muscles, allowing for some regulation of apprehensible displays of emotion by the Facechanger.

This nanosurgical manipulation has apparent limitations, though it simply may be that they are an early iteration of a technology under development: the face-changes, while nearly instantaneous, are observable under AR vision/with consistent tracking of the individual; and, the ability to suppress emotional display seems to have a limit that can easily be surpassed under adequate emotional pressure.
