The United Empire or The Unity is a neighboring Major Power downspin of the ISL. The United Empire is ruled by an Artificial Intelligence emperor, which embodies the consensus of the entire UE populace. ISL Intelligence has confirmed that there are biosentient engineers with access to the emperor, but it is unclear what (if any) influence they have. The United Empire is multispecies but seems to have found a way to gain consent from the many peoples it governs.

There is a theory that they have psychic powers, due to their ability to suddenly appear in an area after a black swan destabilizing event in a culture. However, this may also be attributable to their incredible powers of social infiltration using unimaginable technology, like 3D printing clones.
