The Quorata is a neighboring major power upspin of the ISL.

The Quorata are organized into a series of quorums, with each quorum made up of representatives from lesser quorums. Confusingly, ISL Intelligence also reports that the Quorata organize into cadres, which can exercise wide-ranging authority across jurisdictions of the quorums. Supreme authority either rests in the Supreme Quorum, or with the Supreme Executive Cadre. ISL Intel analysts are split about 50/50 on which is the accurate reading of the Quorata.

The Quorata are a multispecies empire where all are taken care of, and made happy, productive members of society, no matter what the cost -- even radical biomodification.
